Unfortunately, I probably won't ever own a PS3, but there is a WC3 mod that's a very simplistic version of that. I don't recall if I've played it with you or not, but we should hook up with it some time. Simply put, you choose your style of play (explosives, heavy guns, strong henchmen, etc.) then go off and try to capture as many businesses as possible. Businesses send runners with payments to your main base, where you can spend the money on weapons or upgrades for your "hero" or your AI-controlled henchmen. There are two "families" in opposite corners of the map, and the goal is to blow up the opposing family's base. That Godfather game sounds sweet!
